A useful metric has a named decision, a trusted definition, an interpretation threshold and an accountable owner.

Visibility is not consequence

Dashboards can make performance visible without clarifying what should happen next. When leaders review a number but cannot name the belief or resource choice it may change, reporting becomes observation theatre.

Begin with the decision

Design measurement backward: decision, evidence, definition, threshold, cadence and owner. This often removes metrics because several describe activity while none changes judgment.

Preserve the reasoning

A decision record should capture what leaders expected, why they acted and when they will revisit the assumption. Without that context, later analysis confuses outcome knowledge with the quality of the original decision.
