Adding a forum can make coordination visible without resolving who commits resources, accepts risk or changes the operating rule. Meetings multiply because the underlying right remains ambiguous.

Match authority to consequence

Decisions should sit close to the evidence and work until their impact crosses a boundary the local team does not own. That boundary—not seniority alone—should trigger escalation.

Cadence is part of the design

A daily operating exception, a monthly capacity choice and a quarterly thesis review have different evidence half-lives. Governance improves when the rhythm matches the decision.
